The Thousand Oaks Development Plan was adopted in 1970 as the City’s first General Plan.

The Thousand Oaks General Plan provides a long-range comprehensive guide for the physical development of the community.

Thousand Oaks launched the community-led Visioning 2064 Program in 2014 to develop a general road map with guiding principles for the City to implement over the next 50 years.

Passed by voters in 1996, Measure E requires voter approval for any amendment to the General Plan that increases the City’s residential capacity or amount of land designated for commercial development above that provided in the General Plan as of November 5, 1996.
